Popular encyclopedia looks to clinch more Asian support at Wikimania, but admits low prospects for mainland due to censorship

Encyclopedia hopes next year’s Wikimania will clinch more Asian support The creators of Wikipedia are looking to expand their Asian network of contributors through the annual Wikimania conference, which takes place in Hong Kong next year. But the mainland remains a low priority because of internet censorship.

Asaf Bartov, an official from Wikimedia Foundation, which runs the free online encyclopedia, said that while he expected Chinese Wikipedia to grow substantially over the next few years, the group was focusing on “easier” places such as India.

Beijing banned Wikipedia in 2005 and again in 2007 after its founder refused to comply with censorship of politically sensitive entries.

“We’re happy the ban was lifted [in 2008],” Bartov said in a recent trip to Hong Kong to promote Wikimania. “Some pages are [still] blocked, but I have to stress that it’s not blocked by us.”

Wikipedia’s Chinese version, the 11th largest portal, with 510,000 articles, is mostly edited in Hong Kong and Taiwan. Bartov estimates around 50,000 edits are made in Hong Kong, compared to just 40,000 edits on the mainland.

“There’s difficulty getting organised [on the mainland] because meetings are still strictly controlled by the Communist Party,” said Jeromy Yu, president of Wikimedia’s Hong Kong chapter, which has around 40 active, university- age members and some 200 contributors.

Wikipedia relies on thousands of volunteers around the globe to create, fact- check and correct encyclopedia entries.

Yu said the lacklustre growth in China might be due to the launch of similar encyclopedias by popular search engines like Baidu and Hudong.

Still, Yu and Bartov hope that the Wikimania next August will give mainland “Wikipedians” and others from Asia a chance to meet and organise. Bartov encourages Hongkongers who are new to Wikipedia to participate.

“There will be introductory sessions in Chinese and English, where people can learn how to take part, how to upload photos [ and] copy edit,” Bartov said.

“Imagine a world in which every single human being can freely share in the sum of all knowledge. That’s our vision. It implies that knowledge cannot be only in English, but includes smaller languages,” he added.

Topics popular with Hongkongers are current affairs and TVB dramas, according to Yu.

Chinese- language articles are viewed an average of 342,000 times per hour worldwide. An article on the pro- democracy movement in Tiananmen Square and the subsequent crackdown on June 4, 1989, was viewed 18,000 times on September 20.

Certain pages with sensitive content, however, have official firewalls in place to block views from mainland users.

The Wikimedia Foundation employs 140 people to help run 12 non- profit information- sharing projects, including Wikipedia.

The content of all these sites is managed by a global network of volunteers. In 2005, Wikipedia had around 350,000 volunteers.

Next year’s conference in Hong Kong is expected to draw around 1,000 participants – fewer than the 1,500 at this year’s event in Washington.

Chapter’s reminder to PR sector on avoiding conflict of interest when editing Wikipedia

香港 - 本會近日從媒體得知,香港某法定機構的企業傳訊高層承認於維基百科為其機構及相關政府部門和官員之條目進行資料更新。

We are aware of a high-ranking PR official of a statutory body in Hong Kong admitted to a mass media, that he had edited Wikipedia articles about his institution, and some related government departments and officials.

根據中文維基百科的用戶名方針,維基百科不允許公司或團體利用進行宣傳,所有多次於條目加入宣傳內容的帳戶均會被封禁。另外,根據利益衝突方針,為維持維基百科的觀點中立,維基百科強烈建議編者迴避與自身有明顯利益衝突或可以合理推論出有衝突的條目。本會相信,中文維基百科的社群和管理員特別關注組織性利益衝突。而英文維基百科中亦有相應方針,違反以上方針者之帳戶,同樣會被封禁處理。

According to the English Wikipedia’s conflict of interest guideline, no company or organization is allowed to use Wikipedia as a platform for promotion. Repeat offenders may be banned from Wikipedia. The conflict of interest guideline strongly recommends users NOT to edit articles about themselves or topics which may reasonably be construed to pose a conflict of interest. Equivalent stipulations are also found in the Chinese Wikipedia under the username policy, where users attempting to promote one’s interests repeated will be blocked.

本會已將該個案回報至維基百科管理員及相關維基百科用戶。他們已經作出相應行動,並發現該企業傳訊高層所增刪之內容甚為偏頗及帶宣傳成分,涉嫌違反維基百科的基本方針和相關指引,嚴重影響相關條目的中立性。該等宣傳性修訂已被撤銷。

We have notified Wikipedia administrators and relevant users, who have taken action and discovered that the edits made by said PR official were severely biased in promotion of the official’s own interests. Such behaviour is a serious breach of Wikipedia guidelines and regulations, and seriously affected the neutrality of the articles. The promotional edits have been reverted.

Washington, DC — July 12, 2012– The Wikimedia Foundation today announced recent appointments and elected officers for the 2012-13 Board of Trustees. Every year at Wikimania, the annual gathering of Wikimedia contributors from around the world, the Wikimedia Board appoints its officers for the coming year, and this year’s appointments were announced in Washington, DC.

This year, Kat Walsh was appointed Chair of the Board, Jan-Bart de Vreede was re-appointed Vice-chair, Stuart West was re-appointed as Board Treasurer and Bishaka Dhatta becomes Board Secretary. The Board expressed its great thanks to former Board Chair Ting Chen, as well as outgoing trustees Arne Klempert and Phoebe Ayers. Their leadership has strengthened and nurtured the growth of the worldwide Wikimedia movement.

“I am honored to have been chosen to chair the Board in the coming year,” said Kat Walsh, Chairman of the Wikimedia Foundation Board of Trustees. “I want to thank Ting Chen for his service in his period as Chair, and I look forward to working closely with him as I take on this new role. It’s an important time in the history of the Wikimedia Foundation and the Wikimedia movement: I look forward to leading the Board in the year ahead.”

“It’s been a pleasure to serve the Wikimedia movement as Chair of the Board of Trustees,” said Ting Chen. “Since I took on the role of Chair we’ve worked with our global community and the Foundation to introduce an ambitious five-year plan to increase the diversity and overall population of our community, while also establishing long-term financial plans to ensure sustainability for our movement and our projects. Our Board has matured and strengthened, and I’m proud of the tireless work of my colleagues.”

There are 10 seats on the Board and according to the Foundation’s bylaws, three members are elected by the Wikimedia community, two are selected by the Wikimedia chapters, the Founder seat is held by Jimmy Wales, and four members are appointed by the Board itself to provide additional, specific expertise.

The Foundation is happy to welcome its two newest members of the Board, Patricio Lorente and Alice Wiegand, who were elected to the Board by the Wikimedia chapters in May 2012. The chapters seat selection process was created in April 2008, in order to demonstrate the Board’s commitment to the chapters as an important player in the fulfillment of the Wikimedia mission.

Patricio Lorente is the former President of Wikimedia Argentina. He has worked as Project Manager of the Association for Social Development in Argentina and he currently serves as General ProSecretary of the National University of La Plata. Alice Wiegand is personal aide to the Mayor of Meerbusch, Germany. She has recently begun her Master’s studies in Public Policy and Governance.

美國華府 — 維基媒體基金會理事會在今日的第八屆維基媒體國際會議(Wikimania)上宣布最新人事變動,首位華人理事陳霆宣佈離任主席一職,但會留任理事,汪舒凱 (Kat Walsh)接任主席。

同時宣佈的任命包括,韋讓跋 (Jan-Bart de Vreede)留任副主席,韋司徒 (Stuart West) 續任司庫,達碧莎 (Bishakha Datta)獲選為秘書。

理事會今年改選的理事是循地方分會界別選出的,分別是來自德國的衞愛詩 (Alice Wiegand) 和阿根廷的駱百捷 (Patricio Lorente),以接替甘藝寧 (Arne Klempert)和魏鳳碧(Phoebe Ayers)。

根據會章,理事會總共有10位理事組成,3位由用戶直選產生,2位由地方分會選出,1席維基百科創始人衛詹美(Jimmy Wales)所有,另外4席由理事會任命,以吸納不同的專業人士,現是理事會並無出缺。

維基媒體基金會理事會在每年的維基媒體國際會議期間宣佈人事變動,今年的年會在美國首都華盛頓特區舉行,明年的年會將會移師香港舉行。

HONG KONG -  The Wikimedia Foundation, an international nonprofit organization behind the Wikipedia, the largest online encyclopedia, announced today that it will stage its 2013 Wikimania conference in Hong Kong. The event will take place from 7th to 11th August 2013 in Hong Kong Polytechnic University.

香港 – 營運全球最大的網絡百科全書的維基媒體基金會今早宣佈,香港獲得明年的維基媒體國際會議的主辦權,會議將在2013年8月7日-11日假香港理工大學舉行。

This is the ninth annual conference of Wikimania, a global event which has taken place in Frankfurt, Germany; Boston, Massachusetts, USA; Taipei, Taiwan; Alexandria, Egypt; Buenos Aires, Argentina; Gdańsk, Poland; Haifa, Israel. Wikimania will be second time in East Asia, as the 2007 one was in Taipei. This is also the first Wikimania is being held among NYLONKONG, the three major global financial centres. In 2012, the eighth conference will be held in Washington, DC, the capital of United States and the global political centre.

Hong Kong is chosen after a five-month official bidding process, during which competing with other cities includes, London, Napels, Bristol, & Surakarta. The Jury found consensus that the Hong Kong bid was the stronger, especially our strong advance planning; solid support by the local Wikimedia Chapter, the community, local government, and a partner organisation that is experienced in planning conferences, as well as good combination of venue and accommodation.

香港是在歷經5個月的遴選程序,和倫敦、那不勒斯、布里斯托和蘇祿等城市競爭過後,獲選為2013年年會的主辦城市。評審團認為香港的詳細企劃,本地分會、社群、政府和友好機構的齊心支持,以及會場和住宿的安排都是香港獲勝的重要因素。

三藩市 – 英文維基百科的管理員周一公佈,英文維基百科將會在香港時間18日(三)下午1點開始,停止服務24小時,以示對美國國會內的禁止網絡盜版法案(SOPA)的抗議聲音。基金會聲明指出,該項法案一旦通過將會嚴重損害網絡自由。

San Francisco — January 16, 2012
On January 18, 2012, beginning at 05:00 UTC (13:00 HKT), in an unprecedented decision, the Wikipedia community has chosen to blackout the English version of Wikipedia for 24 hours, in protest against proposed legislation in the United States — the Stop Online Piracy Act (SOPA) in the U.S. House of Representatives, and PROTECTIP (PIPA) in the U.S. Senate. If passed, this legislation will harm the free and open Internet and bring about new tools for censorship of international websites inside the United States.

Wikipedia administrators confirmed this decision Monday afternoon (PST) in a public statement.(http://en.wikipedia.org/wiki/Wikipedia:SOPA_initiative/Action#Summary_and_conclusion)

“Today Wikipedians from around the world have spoken about their opposition to this destructive legislation,” said Jimmy Wales, founder of Wikipedia. “This is an extraordinary action for our community to take – and while we regret having to prevent the world from having access to Wikipedia for even a second, we simply cannot ignore the fact that SOPA and PIPA endanger free speech both in the United States and abroad, and set a frightening precedent of Internet censorship for the world.”

維基百科創辦人衛詹美(Jimmy Wales)指出:「今天世界各地的維基人表達了對這個大殺傷力立法的反對聲音。我們其實不想見到大家無法上維基百科找資料,哪怕是一秒。但我們的社群決定要採取這個前所未見的行動,是因為SOPA等立法,會嚴重威脅美國和海外的言論自由,並為世界上的互聯網審查設下危險的先例。

Q: Why UNESCO World Heritage?

A: Wikipedia is an international project and therefore to apply for the UNESCO World Heritage status seems appropriate.

The UNESCO World Heritage agreement is the most successful agreement on the protection of culture and nature that the international community has ever reached. Over 180 countries have signed the UNESCO agreement from 1972 for the protection of world heritage. No other UNESCO project gets as much attention from the german public as the UNESCO World Heritage.

Q: Wikipedia is located in the USA and the operator of Wikipedia is the Wikimedia Foundation. Is WMF ok with the project?

A: The idea was developed in Germany, but we always intended it to be an international project. We presented the idea at the Wikimedia Chapters Conference and received positive feedback only. Today we know that there are many chapters from all over the world who are going to take part in the “Wikipedia for World Heritage” project.

Q: Is there a benefit for Wikipedia?

A: Appreciation for Wikipedians, higher attention for Wikipedia in the public, inform about and elucidate free knowledge, increasing awareness of free knowledge and  protect free knowledge and access to it.

Q: Which UNESCO World Heritage criteria does Wikipedia meet?

A: Wikipedia meets many of the UNESCO criteria, e.g. “the site represents a masterpiece of human creative genius”. However, it is not our main objective to meet single UNESCO criteria but to emphasize the project as the greatest ever collection of human knowledge, collected and supplemented by many people from all over the world. It is not only a success story in the history of the internet, but a success story for a paradigm change in the treatment of free knowledge. Therefore we deem Wikipedia ready to join the ranks of other UNESCO World Heritage sites.

Q: What exactly are you trying to protect?

A: We are trying to protect the biggest constantly evolving collection of human knowledge that is open to everyone. It is important for us to secure free access to this project in the future and to keep it free from ads.

Q: Why does Wikipedia not use the formal way of application?

A: The formal way is rather time consuming and only possible via national states. We are taking this way as well, but we think that a petition signed by many people all over the world is a wonderful representive for the idea behind Wikipedia.

Q: Which goals you are trying to achieve?

A: We want to create awareness and acceptance. Additonally we want to use the chance and educate people regarding the idea of free knowledge.

問:為甚麼要申請成為世界文化遺產?

答:維基百科搜集世界知識,成為世界文化遺產最適合不過。自1972年以來,《保護世界文化和自然遺產公約》已有超過180個簽署國,是國際間最重要的文化相關條約。世界文化遺產計劃亦是聯合國教科文組織最為公眾認識的計劃。

問:「維基百科也申遺」是誰主辦的活動?

答:活動由德國維基媒體協會發起,並得到營運維基百科的維基媒體基金會支持。世界各地的維基媒體地方分會,包括香港維基媒體協會,都會協辦活動。

問:申遺對維基百科有甚麼益處?

答:認同維基人所作的貢獻、加強公眾對維基百科的認識、推廣對自由知識的正確觀念、保護自由知識和存取知識的渠道

問:維基百科憑甚麼做世界遺產?

答:維基百科符合列為世界遺產的多項條件,例如它是「表現人類創造力的經典之作」。當然,維基百科的成就不只是達成了幾項條件。維基百科是史上最大的知識庫,參與的編輯來自全球各地。它的協作模式不單是互聯網史上的成功,還標誌著人類處理知識的文化已經轉變。故此,我們認為維基百科成為世界文化遺產,當之無愧。

問:維基百科有甚麼「遺產」需要保護?

答:我們要確保維基百科裡的知識繼續開放給全人類自由使用,繼續免費、免廣告。

問:為甚麼維基百科不循正式途徑申遺?

答:正式的申遺建議只能由聯合國成員國提出,且花費大量時間。我們也正循這途徑進行申請,但我們認為舉行一個全球網上聯署行動更能體現維基百科背後的理念。

問:申遺的目的是甚麼?

答:我們想令更多人認同維基百科的成果和明白自由知識的意義。

BERLIN, 27 May 2011 –  Wikipedia founder Jimmy Wales calls for signatures to be collected and presented to the UNESCO.

德國柏林 - 維基百科創始人衛詹美呼籲大家收集簽名以交與聯合國教科文組織,支持維基百科成為世界文化遺產。

On Monday, 23 May 2011, Wikimedia Deutschland started a worldwide collection of signatures for the Wikipedia for World Heritage! initiative. People are invited to join the list now by signing an online form. The list will ultimately be presented to the World Heritage Committee at the beginning of 2012.

自2011年5月23日,德國維基媒體協會開始在全球範圍內徵集網上簽名(簽名表格),以爭取維基百科成為世界文化遺產,並將於2012年初向世界文化遺產委員會遞交支持者的名單。

To date more than 7000 people from over 100 countries have already signed the petition. Each signature supports the initiative’s claim that Wikipedia as the largest collection of human knowledge should be recognized as the first ever global and digital World Heritage site.

到現時為止,來自100個國家將近7000人簽署支持這個提案,都支持維基百科這個人類知識最大的資料庫,應當獲得認可為首個環球數碼文化遺產。

Altogether there are ten UNESCO criteria for recognition as a World Heritage site. The first of those criteria demands that World Heritage sites “represent a masterpiece of human creative genius”. The online petition is quoting these exact words. By signing it participants confirm that Wikipedia has universal value and that the claim is true in its case.

根據聯合國教科文組織,世界文化遺產必須達到10項條件,而其中第一項就是「人類創意和才能的一大傑作」,而網上連署的内文正正直接引用這些原文,意味著連署的人真確的認可維基百科對世界的貢獻和存在意義。

The initiative was introduced in March 2011 at the international Wikimedia Chapters Conference in Berlin. Chapters from all over the world will accompany the initiative’s activities regarding Wikipedia’s recognition as a World Heritage site. Wikimedia Deutschland will entertain an expert round on the subject on 31 May 2011 at the Deutsches Technikmuseum Berlin. The event will be a public kick-off. Further activities with the international community will follow. Additionally, public discussion provides a chance to explain how to deal with free knowledge and to stress its meaning for society.

該項提案源自2011年3月在德國柏林舉行的地方分會會議,各地分會將會在此後陸陸續續舉行相關活動來支持這個提案。其中德國分會將在2011年5月31日假柏林德意志科技博物館舉行啟動禮,其後將會有更多各項的活動,討論自由文化的未來和對社會的價值。

Wikipedia founder Jimmy Wales was the first to sign the petition. In a video statement he calls for support of the initiative. In his appeal Jimmy Wales puts emphasis on how important international awareness is to the free encyclopedia: “A lot of people think of Wikipedia as a technical phenomenon, a technical achievement. But in fact it isn’t. What Wikipedia is, is a cultural change, a cultural achievement. We are going to try to get as many people as possible to sign the petition. Just like Wikipedia itself, the more people we get involved, the greater the chance that we’ll achieve our goal. Please sign the petition!”

維基百科創始人衛詹美是第一位連署者,並親自錄製了短片支持行動,並強調維基百科的人文價值:「很多人認為維基百科是一個技術成就,或者科技成就,但事實並非如此。維基百科其實是一個文化上的變革,是一個文化成就。我們要儘量爭取愈多人連署這個提案。就像維基百科本身,愈多人參與,愈大機會成功達到我們的目標,請簽名支持這個提案吧!」
